Yes, Posey is correct. It depends on how many active users you have.
I say for every 10-15 ACTIVE user, one moderator is required.

I have always been a little more of a team member. I think it's generally good to have at least 2 trustworthy Moderators at the forum's birth, and then add another once you get about 10 to 15 active users.
